Your telegram of 2nd November vessel "Daylight" has not been here since 17th November last. "Drumelton" arrived on or about 9th September and it is awaiting instructions. September 3rd Arnhold Karberg requested permission to accept the ships under the charters and to load with (1) cargo already bought (2) cargo to be purchased and (3) any other cargo offering. Reply given was that apparently the carrying out of the charters would be illegal and would involve other illegality and that permission could not be given in order to enable transaction to be carried out. The view of the legal position then being acted on here was that in case of a firm such as persons named trade with the branch here was trade with and for benefit of partners in Germany and the permission requested went much farther than that already given to German firms. Also it would be impossible to prevent the benefits to be derived from such transaction reaching Germany. Nothing definite known of where head office was independent information from Shanghai stated that it was in Germany. Reason to believe that there has been money remitted to Cermany by German

firms from Shanghai. No further application has been made since publication of Trading with Enemy Proclamation No.2. On the

general question of treatment here of the question of trading with

enery see my telegrams of 15th August, 24th August, 26th September

and see your telegrams of 27th August, 3rd October and my des-

patch of 7th September. Local partner Arnhold Karberg has been

expelled and the German employees expelled or interned and the

affairs of the local branch of the firm are being wound up by

liquidators appointed under the Alien Enemies Winding Up Ordinance
